This is a "love token" (an engraved coin that had a pin attached). The coin was countermarked (signed) by the jeweler who made it (Blair). This coin has an interesting story - it was removed from a beaver skin top hat! From the original seller's description:
1861 U.S. Seated Liberty Quarter – Love Token with Initials. "RL" in the center of an intricate pattern that looks well-machined. If you are looking to collect a Love Token of each denomination, this is a nicely done silver quarter from before the Civil War.
An interesting story goes along with this coin. I personally removed it from the top of a beaver skin top hat that was all decorated with American Indian geegaws. The identity of R.L. is not known, but it is possible that the Indian owner of the beaver hat obtained both the hat and the pin from "R.L." in a raid. The pin back is ripped off and the catch is twisted in the shape that held it firmly on the hat, simply pushed through the hole.
There is also an unexplained counterstamp "Blair" on the waist of Liberty. It is a lovely coin with details of Liberty's hair and ear still there. Nearly an uncirculated coin in its day. Impressive looking geometric designs on coin.
